The cooperation agreement between Levira and Duo Media brings up to 14 digital radio channels to listeners

Levira and Duo Media have signed an agreement according to which Levira will establish a DAB+ digital radio broadcasting network, where Duo Media will broadcast its radio channels. Up to 14 digital radio channels are broadcast in one network.

DAB+ digital radio has been on air in Estonia as a test service since December 2022. At the beginning of 2025, the Consumer Protection and Technical Regulatory Authority (TTJA) held a competition for digital radio frequency licenses, in which AS Levira’s proposal was successful. Levira is set to start building three commercial digital radio networks (Multiplexes). The commercial services are planned to launch in September 2025, while the test network will continue operations until then. Currently, nearly 20 digital radio channels from various media companies can be heard across different regions of Estonia. The digital radio test transmitters are located at the Tallinn TV Tower, the Koeru transmitter mast, the Pehka transmitter mast in Lääne-Viru County, the Valgjärve transmitter mast, the Rõõmu transmitter mast in Tartu, and the Seljametsa mobile mast in Pärnu County.


The advantages of digital radio include better and more consistent sound quality and greater opportunities for additional services. The digital radio screen can display supplementary content (metadata), such as additional information for audience engagement or visual advertising. Digital radio can also be used for broadcasting emergency alerts.


According to a recent survey by Turu-uuringute AS, 11% of radio listeners have listened to digital radio in their car, at work, or at home. Many may not even realize they are listening to digital radio in their car, as car radios typically switch automatically to digital radio when it is available and back to FM frequency when the digital signal is lost. For example, all new cars sold after December 2020 must be equipped with digital radio reception capabilities.
